Pact for Skills in construction

Fundación Laboral de la Construcción signs up to the European Construction Skills Pact and the commitments set out therein.

The Pact for Skills is one of the flagship actions of the European Skills Agenda, which aims to support public and private organisations with upskilling and reskilling, so they can thrive through the green and digital transitions.

Members of the Pact have access to knowledge on upskilling and reskilling needs, advice on relevant funding instruments to boost the skills of adults in their regions and countries, and partnership opportunities within our growing community.

Who can join the Pact?

National, regional and local authorities; companies; social partners; cross-industry and sectoral organisations; chambers of commerce; education and training providers; employment services – they can all become members of the Pact for Skills.

All members of the Pact sign up to the Charter and agree to uphold its four key principles:

1. Promoting a culture of lifelong learning for all.
2. Building strong skill partnerships.
3. Monitoring skill supply/demand and anticipating skill needs.
4. Working against discrimination and for gender equality and equal opportunities.

What does the Pact for Skills offer?

All members of the Pact can benefit from three dedicated services:

• Through the Networking Hub, members can find partners and relevant EU tools (like Europass, Skills Panorama, EURES and the European Network of Public Employment Services). They can also promote their activities.
• The Knowledge Hub organises webinars, seminars and peer learning activities for members. It also provides updates on EU policies and instruments, as well as information on projects, tools, and best practices.
• In the Guidance Hub, members can find information about EU and national funding opportunities, and guidance to partnering with national and regional authorities.

Pact for Skills for the Construction Sector

The EU sectoral social partners of the construction industry, FIEC and EFBWW, in cooperation with EBC, publish the Pact for Skills in Construction, an initiative promoted by the European Commission in the framework of the “EU Skills Agenda”.

Calling for concrete commitments by construction and education stakeholders at all levels, this Pact aims at mobilising a concerted effort among private and public partners for quality investment in vocational education and training, as well as in knowledge, skills and competences to the benefit the European construction sector workforce.

To better promote current and upcoming career options in construction, we developed this Pact for Skills in Construction, which identifies 5 key principles to improve the quality and quantity of skills in construction:

1. Building strong partnerships, including with VET institutions;
2. Monitoring occupational supply/demand and anticipating knowledge, skills and competences needs;
3. Working against discrimination;
4. Attracting more young people and women in the sector;
5. Promoting a culture of lifelong learning for all, supported by adapted incentives.
